The Phase 2 LED Road Lighting Project in Abu Dhabi will be completed by EDF and ENGIE.


The Department of Municipalities and Transport (DMT) and the Abu Dhabi Investment Office (ADIO) have chosen the French consortium EDF (Eléctricité de France) and ENGIE to execute Phase 2 of the Road Lighting LED project.

To complete the project in the UAE capital through public-private partnership (PPP) mode, EDF and ENGIE have established a 50/50 joint company named Nojoom.

As a component of the larger Abu Dhabi Road Lighting Programme, the project entails financing, supplying, installing, operating and maintaining 133,473 energy-efficient LED luminaires throughout the Emirate of Abu Dhabi.

Over the 12-year concession period, it will lead to considerable electricity savings of almost 2,400 million kWh or a reduction of roughly 74% in power use.

Acting Director General of ADIO Abdulla Abdul Aziz AlShamsi stated: "The successful completion of the second phase of the LED road lighting tender highlights the resilience of Abu Dhabi's Public-Private Partnership (PPP) framework and our dedication to fostering partnerships between both the public and private sectors in order to create important infrastructure projects."

"The partnership agreement with DMT will deliver significant energy reductions across the emirate's road lighting infrastructure, building on the success of the first phase and making an important contribution to the UAE's ambitious sustainability goals." "Our team will keep working with all parties as we proceed with this important project for Abu Dhabi." ADIO's Partnership Projects Guidebook, Environmental, Social and Governance (ESG) Policy and Abu Dhabi's PPP Law were all strictly followed in the project's procurement.

Following an exhaustive three-phase assessment of the bids made by pre-qualified bidders, EDF and ENGIE signed a collaboration agreement with DMT.

The team that was chosen for the project had the best technological solution and would execute it in five stages, focusing on smaller regions of Abu Dhabi to guarantee the highest levels of sustainability and efficiency.

As part of its mission to encourage private sector investment in the emirate, ADIO is a central government focused for Abu Dhabi, overseeing the development, procurement and facilitation of all infrastructure projects carried out in the emirate within a PPP framework.

DMT seeks to collaborate with the corporate sector in order to promote investment in Abu Dhabi. In order to assure integration and knowledge sharing, it collaborates with key partners to enable initiatives linked to its areas of competence.
